今更だが、discussion blogに以下のような書き込みがあった。
どうやら都市の名前と国名が混在していたのは規模の話というよりもただの間違いだったらしい。
これでまたmortality rateとか変わってくるなあ。

Thanks for your question, it helped us find an inconsistency in the way we provide the data. Some files are named with the city and some with the country. The locations should have been listed as:

  • Tolima, Columbia
  • Tabriz, Iran
  • Nairobi, Kenya
  • Beirut, Lebanon
  • Karachi, Pakistan
  • Jedda, Saudi Arabia
  • Aleppo, Syria
  • Nonthaburi, Thailand
  • Mersin, Turkey
  • Barcelona, Venezuela
  • Aden, Yemen

We might post a revised dataset later on but with this posting you have all the info you need!
